No. It spoke of the circle, not of the sphere. There was a different word for "ball" which could have been used, if the authors had been aware that the earth was spherical rather than a disk. The Bible also speaks of the edges of the earth, and of high vantage points from which all of it can be seen at once, making it clear that the authors did not have anything in mind except a flat circular disk.

The word translated as circle in Isaiah 40:22 is Strong's number H-2329, chuwg, which means "circle, circuit, compass." -source-
To me, this suggests the Earth's orbital circuit around the sun, especially since the passage also mentions the expansion of space. Isaiah 40:22
[It is] he that sitteth upon the circle of the earth, and the inhabitants thereof [are] as grasshoppers; that stretcheth out the heavens as a curtain, and spreadeth them out as a tent to dwell in:

Another possibility is that the 'Circle of the earth' is a symbolic phrase that has nothing to do with earth's literal shape. Consider the fact that Israel is nothing like a circle, anyway. Stars, heavens, earth, dust etc in Isaiah 40 are all symbols. The fact that the stars are spread out like a garment has a very picturesque symbolic meaning and has nothing to do with the expansion of the galaxies but is about the glory of the unseen G!d in his people as they shine out his glory. Nonbelievers are considered to be part of the nations, which are equated with grass and dirt. They are briefly beautiful, then fade; but the stars never do.
(Mee, Isaiah 40 is a love letter from G!d to his chosen witnesses.)
Isaiah isn't giving a science lesson at all. As an example consider the way that James (ancient Christian author) relies upon Isaiah 40 in his letter. James, using his inside knowledge of the symbols, implies that believers are stars, or gifts from 'Above'. This is not being said in the gnostic sense, but is a vigorous image to evoke feeling, as James is careful to specify they were lights birthed by words of truth. - Grass, etc. The L!RD causes the grass to fade
Isaiah 40:7 The grass withers, the flower fades, when the breath of the L!RD blows upon it; surely the people is as grass.
James 1:11 For the sun rises with its scorching heat and withers the grass; its flower falls, and its beauty perishes. So will the rich man fade away in the midst of his pursuits.

Isaiah 40:26 Lift up your eyes on high and see: who created these? He who brings out their host by number, calling them all by name; by the greatness of his might, and because he is strong in power not one is missing.

James 1:17-18 Every good endowment and every perfect gift is from above, coming down from the Father of lights with whom there is no variation or shadow due to change. Of his own will he brought us forth by the word of truth that we should be a kind of first fruits of his creatures.

Jehovah caused his word to be written: "There is One who is dwelling above the circle of the earth." (Isa. 40:22)
The prophet Isaiah had not traveled around the earth. He had not been up in a space vehicle looking down to see that the earth was round, but Jehovah, who dwells in the heavens and who created the earth, gave the truth as to its shape.

The Circle of the Earth
I still think Isaiah 40 is focused on something other than the shape of land or science theories, but the Hebrew word 'Chuwg' ( only occurs 3 times in the Bible ) refers literally to the curvature of the horizon in Proverbs 8:27. The horizon is observable from Israel's coast -- and that curve is less than 7 miles away if you view from 25 feet above sea level. A king standing 5 feet tall at water's edge sees less than 3 miles out before the ship he's watching drops off. The king may not realize it, but as soon as sailors get far enough out to sea, he disappears off the edge of their world. When a fisherman suggests that the earth is flat and ships are falling off he has a healthy sense of humor and is merely testing your intelligence.
Proverbs 8:27 "When he established the heavens, I was there, when he drew a circle on the face of the deep."

he wasnt thats the whole point , the most high (Jehovah)reveals the truth of things in the bible, and the bible informs us that the earth was a circle well before man had space ships .
All scripture is inspired of God , and he (God)knew that the earth was a circle .
and that is what was written down  the bible is always right
