Meaning, can we say there is a thing called Social Responsibility and define it - or will any such attempt remain relative?

I think the big danger in defining 'social responsibility' is that it then becomes something that is compulsory--something to be enforced by an external authority. After that, it's not social responibility at all; it's just required community service, which is so often done for the wrong reasons. Social responsibility is a matter of conscience, and therefore lies within the individual.
On the other hand, a society can be built upon values and expressions that foster a sense of subjective social responsibility within individuals; still, social responsibility can never be decreed in objective terms or enforced by some external authority without losing its essence.
My thoughts.
